[Draft] By-Laws

Article One – Name

The name of this organization shall be the South Eastern Virginia Rocketry Association (SEVRA-TRA). Prefect of the Tripoli Rocketry Association (TRA).

Article Two – Purpose

It shall be the purpose of this Prefect to enjoy the hobby of flying rockets, conduct research in experimental rocketry design, and to learn the skill of making composite propellant. The Prefect will conduct activities per the TRA Safety Code.

Article Three – Membership

All members of this Prefect shall be TRA members in good standing that resides in the South Eastern area of Virginia. Anyone not a member of TRA can attend TRA Research launches as a guest or spectator only.  For safety and insurance reasons they will not be allowed onto the flight range past the LCO.  Members must be over the age of 18 to participate in TRA commercial launches and only fly motors in their certification level. Members must be over the age of 18 and at least TRA Level 2 to participate in Research (EX) launches. 

Article Four – Dues

Dues shall be $20.00 per year per family.  Dues will be paid to the Club Treasurer at the Fall Launch in November to cover the next year's launches.

These Club dues are separate and distinct from individual memberships paid to the TRA. The Treasurer will keep all dues monies in a General Fund. The Treasure shall pay out monies as directed by the Prefect Board of Directors to cover such items as Prefect membership (due in December), chemical purchases or launch gear repairs or upgrades along with SEVRA-NAR requirements. Special assessments may be levied by a majority vote of the members present and voting at any meeting of the Prefect provided notice of such intent is given to each member at least five days before such a meeting.

The Prefect Board of Directors, with approval of a majority of the members, may change the dues at any meeting of the Prefect but will not eliminate them all together. The Secretary will provide notice of such intent to each member at least five days before such a meeting.

Article Five – Meetings

The Prefect shall hold meetings before scheduled launches. The Prefect Board of Directors will designate the duration, and place of the meeting.

Operation of the rocket range is not a meeting. Launch equipment will be set up after meeting adjournment.

Article Six – Board of Directors

The Board of Directors of this Prefect shall include the officers indicated in Article 7.

Article Seven – Officers

The officers of this Prefect shall consist of:

President /Prefect

Secretary

Treasurer

All officers shall be members of the SEVRA-TRA Prefect and of the TRA.

Duties of the President

To conduct SEVRA-TRA meetings

To be the launch director

To oversee the operation of SEVRA-TRA

To serve on the Board of Directors

Duties of the Secretary

Take and maintain the minutes of all SEVRA-TRA meetings

To maintain SEVRA-TRA’s records (e.g., members information and attendance)

To send out e-mail announcing SEVRA-TRA meetings and launches

To serve on the Board of Directors

Duties of the Treasurer

To maintain SEVRA-TRA’s monies

To maintain SEVRA-TRA’s financial records

To collect dues from SEVRA-TRA’s members

To disburse funds as directed by the Board of Directors

To serve on the Board of Directors

Article Eight – Elections

The election of officers for SEVRA-TRA will occur in October. Newly elected officers will assume their positions during the Fall Launch in November.

All officers and members of the Board shall serve a term of one year. When a vacancy occurs, nominations and an election of a Prefect member are conducted to fill the remaining term of office. These elections shall take place at the Prefect meeting at which the vacancy is announced. Nominations for all elections are made from the floor. The candidate having the largest number of votes assumes the position.

Conduct elections in the following order:

First, accept nominations for President.

Members then vote on the President. Nominee with the largest number of votes, shall become the President.

Second, accept nominations for Secretary.

Members then vote on the Secretary. Nominee with the largest number of votes, shall become the Secretary.

Third, accept nominations for Treasurer.

Members then vote on the Treasurer. Nominee with the largest number of votes, shall become the Treasurer.

Article Nine – Committees

The Board of Directors determines the need for committees. The Committees are as follows:

None assigned at the time of ratification of the By-Laws 
 

Article Ten – Amendments

These bylaws may be amended by a two-thirds vote of those Prefect members present and voting at any meeting of the Prefect. The Secretary will provide notice of such intent to each member at least five days before such a meeting.
