Bylaws
Article One – Name
The name of this organization
shall be the South Eastern Virginia Rocketry Association (SEVRA) Section
of the National Association of Rocketry (NAR).
Article Two – Purpose
It shall be the purpose of this
Section to have fun flying rockets and to encourage and teach local youth
and their families to join. The Section will conduct activities per the
NAR Safety Code.
Article Three – Membership
All adult members of this Section
shall be NAR members in good standing that resides in the South Eastern
area of Virginia. Other family members of the adult NAR member need not
be NAR members but it will be encouraged.
Article Four – Dues
Dues shall be $10.00 per year
per family, payable in advance.
These Section dues are separate
and distinct from national dues paid to the NAR. The Treasurer will keep
all dues monies in a General Fund. The Treasure shall pay out monies as
directed by the Section Board of Directors. Special assessments may be
levied by a majority vote of the members present and voting at any meeting
of the Section provided notice of such intent is given to each member at
least five days before such a meeting.
If deemed unnecessary, the Section
Board of Directors may waive the collection of dues. The Section Board
of Directors, with approval of a majority of the members, may change the
dues at any meeting of the Section. The Secretary will provide notice of
such intent to each member at least five days before such a meeting.
Article Five – Meetings
The Section shall hold meetings
before scheduled launches. The Section Board of Directors will designate
the duration, and place of the meeting.
Operation of the rocket range
is not a meeting. Launch equipment will be set up after meeting adjournment.
Article Six – Board of Directors
The Board of Directors of this
Section shall include the officers indicated in Article 7.
Article Seven – Officers
The officers of this Section
shall consist of:
President
Vice-President
Secretary / Treasurer
All officers shall be members
of the SEVRA Section and of the NAR.
Duties of the President
To conduct SEVRA meetings
To be the launch director
To oversee the operation of SEVRA
To serve on the Board of Directors
Duties of the Vice-President
To perform the President’s duties
when the President is inactive or unavailable
To perform the Secretary / Treasurer
duties when the Secretary / Treasurer is unavailable
To serve of the Board of Directors
Duties of the Secretary /
Treasurer
Take and maintain the minutes
of all SEVRA meetings
To write the SEVRA newsletter
To maintain SEVRA’s monies
To maintain SEVRA’s records (e.g.,
members information and attendance)
To send out e-mail announcing
SEVRA meetings and launches
To collect dues from SEVRA’s
members
To disburse funds as directed
by the Board of Directors
To serve on the Board of Directors
Article Eight – Elections
The election of officers for
SEVRA occurred on October 15, 2000. The Section elections each following
year during the Section meeting held during the month of September. Newly
elected officers will assume their positions on October 1.
All officers and members of the
Board shall serve a term of one year. When a vacancy occurs, nominations
and an election of a Section member are conducted to fill the remaining
term of office. These elections shall take place at the Section meeting
at which the vacancy is announced. Nominations for all elections are made
from the floor. The candidate having the largest number of votes assumes
the position.
Conduct elections in the following
order.
First
Accept nominations for President.
Members then vote on the President.
Nominee with the largest number of votes, shall become the President.
Second
Accept nominations for Vice-President.
Members then vote on the Vice-President.
Nominee with the largest number of votes, shall become the Vice-President.
Third
Accept nominations for Secretary
/ Treasurer.
Members then vote on the Secretary
/ Treasurer. Nominee with the largest number of votes, shall become the
Secretary / Treasurer.
Article Nine – Committees
The Board of Directors determines
the need for committees. The Committees are as follows:
Operations Committee
In charge of the Section's rocket
range and launch equipment and shall act as Safety Inspectors. The Chairman
of the committee shall be a senior member of the NAR in good standing.
Article Ten – Amendments
These bylaws may be amended by
a two-thirds vote of those Section members present and voting at any meeting
of the Section. The Secretary will provide notice of such intent to each
member at least five days before such a meeting.
